Anyway, here's the latest Fed news we're being fed, if you're not too fed up to read it.

"consumer deleveraging continued to advance as overall indebtedness declined to $11.44 trillion, about $100 billion (0.9 percent) less than in the fourth quarter of 2011. Since the peak in household debt in the third quarter of 2008, student loan debt has increased by $293 billion, while other forms of debt fell a combined $1.53 trillion."

That's right, Control Frauds have backed out of other arenas - a bit - but are probing Student Loans as the next mecca for Liar's Loans. ?Rumor has it that student liar's loans (SLLs) are actually outracing used-car liar's loans (UCLLs). ? Sounds like a great DLL!* ?Especially so since the General Theory for turbocharging any & all DLL has been published, as anything but open source! ?(That doc circulated among the major families back ~1991, as they were just moving out of S&Ls & into mortgages. ?Rumor has it that the original author was the guy who "placed" Greenspan at the Fed, in 1987, although the plan tenets had obviously been practiced in Orange County, CA for decades previously.)

Liverpool set to hire Rodgers as new manager

LONDON (AP) -Liverpool appears set to hire Brendan Rodgers as its new manager.

The hire would vault the Northern Irishman from relative obscurity to one of the toughest jobs in soccer, with his current club Swansea claiming a deal was expected to be finalized on Thursday.

Following talks with Liverpool's American owners - Fenway Sports Group, which owns the Boston Red Sox - Rodgers told Swansea on Wednesday he has been offered the job as Kenny Dalglish's replacement at Anfield and was ready to accept.

(AP) ? Fifty years ago, a group of 106 influential cultural and civic leaders from Atlanta traveled to Europe to visit famous museums and demonstrate the ascendant southern city's commitment to culture.

The Atlanta area's population in 1962 had recently hit a million people, but political and business leaders worried the growth wouldn't continue if the city didn't improve its museums and venues for theater and music. The city's cultural development would be altered forever by the trip, but in ways that had to do more with its tragic end.

The group was on its way home June 3 when its chartered Air France plane crashed on takeoff at Orly Field in Paris, killing all but two flight attendants. It was the worst single plane crash at the time.

"The community was just in shock," said Joe Bankoff, outgoing president and CEO of the Woodruff Arts Center in Atlanta. "I mean, to lose over 100 people in a moment was just unbelievable. But to lose such a cross section of Atlanta was particularly important."

On the flight were artists, company leaders, the first woman elected to the city's school board and other leaders. Among the sights on their packed agenda were the Louvre in Paris, the Coliseum in Rome and London Bridge.

Out of the city's grief grew a sense that something needed to be done to memorialize them, to improve on its tiny art museum in an old house and struggling art school.

"These people were heads of companies in Atlanta. They were the wives who did a lot of the volunteer work at the art association," said Susan Lowance, who had traveled with the group but had decided to stay in Europe longer to visit friends.

She believes the development of the arts center is a fitting tribute to her travel companions.

"These were people who had a stake in what was going to happen, and what happened was wonderful," Lowance said.

Atlanta is now home to a world-class art museum that has collaborated with the Museum of Modern Art in New York and the Louvre, a Grammy-winning symphony orchestra and other top-notch cultural institutions.

Several business leaders led the efforts to create a permanent home for the arts. They wanted to honor the dead, but also shared the belief that to attract big business they needed to have big arts.

"It was about doing something that would put Atlanta on the map, and that vision was driven really by people who were not themselves passionate about the arts," said Bankoff, who retired as head of the arts center Thursday.

The idea was to create a single entity that would house all major art forms. It led to the establishment of Atlanta Arts Alliance and the Memorial Arts Center ? now named the Woodruff Arts Center, after former Coca-Cola president and major donor Robert Woodruff.

The groundbreaking for the Memorial Arts Center was held on June 3, 1966, the fourth anniversary of the crash. It took about two years to complete with a final price tag of more than $13 million, according to "Explosion At Orly," a book by historian Ann Abrams.

When the center opened in October 1968, the French ambassador to the United States presented to the city a casting of sculptor Auguste Rodin's "The Shade." Today it sits on the grounds of the High Museum of Art in a memorial ringed by polished stone etched with the names of those who died in the Orly crash.

The center has grown over the years to include the Richard Meier-designed High, the Atlanta Symphony Orchestra, the Alliance Theatre, the 14th Street Playhouse and the Atlanta College of Art.

Speculating on what the Atlanta arts footprint would look like today if the crash had never happened, both Abrams and Bankoff said they believe the city was destined to grow into a major arts center.

"Frankly, it would have happened anyway, but it might have taken a little longer, and it might have taken a few different turns," Abrams said.

The different artistic entities would likely have been scattered instead of winding up on a single campus in Midtown Atlanta, Bankoff said. The visual and performing arts were grouped under combined management, which may have accelerated their development and strength.

While Atlanta's profile in arts bloomed, the families of the crash victims put their lives back together.

Penny Hart was a 19-year-old college sophomore studying at the Sorbonne in Paris when her mother, Henrietta Collier Armstrong Ayer, came over on the trip. They ate dinner together the night before the crash.

"It was just a wonderful, happy occasion all the way around," Hart said.

Hart's stepfather booked her a flight to Atlanta the day after the crash. She stayed for several weeks and returned to Paris to finish her studies after her mother's funeral. After graduation, she abandoned her plans to go to graduate school for clinical psychology and decided she wanted to keep traveling. She became a flight attendant for Pan American World Airlines for several years.

"There was no one to stop me, and my mother would have stopped me. It just wouldn't have fit in with her image of things," Hart said. "I had a great deal of freedom, I guess. But it's also very strange to have no support if you need it."

She eventually returned to Atlanta. Her involvement in the memorial project was limited until decades later when she helped the center locate surviving relatives of the victims.

"Most of them were so thrilled to have been found because they hadn't had anybody to talk to about this very much and certainly not for a long time," she said. "In those days, you didn't wallow in your troubles publicly ever. You got right back up and dusted yourself off and got moving again."

Also killed were Tom Little Sr., an architect who restored 18th-century buildings, and his wife, Charlotte, who decorated the interiors with period furnishings. Their son, Tom, was 12 and was being cared for by an aunt while his parents were in Europe. He remembers watching cartoons in his parents' bedroom when the phone rang. He answered at the same time that his aunt picked up the extension in the kitchen and listened as another aunt sobbed that the plane had crashed.

Little remembers sharing stories with other family members of victims at the 40th anniversary of the crash. In his home, a photo of his parents taken at the airport just before they left for Europe sits on a shelf, and framed pencil drawings by his father hang on the walls. He said even he and his older sister had rarely spoken about the crash.

The Woodruff Arts Center and other organizations have planned events to mark the date, and Bankoff said the 50th anniversary provides "a moment to stop and reflect not just on the loss, but on 50 years of continuous support for arts and culture in the community as an important sign of what this community values."

"I'm glad that we have these anniversaries," Little said, "because I like to think that my parents' legacy will last forever."

Two weeks ago, during Financial Literacy Month, USA Today ran an article suggesting my generation needs to get a clue about money.?Citing studies showing most young people have ?poor financial literacy? and leading with the story of a 29-year-old who can?t budget, the article says, ?Today?s twentysomethings hold an average debt of about $45,000, which includes everything from cars to credit cards to student loans to mortgages.?

At 26, I?ve accumulated $14,878 in student loans ? not that bad compared to other students I?ve met, but not good considering I borrowed to get a graduate degree that I probably didn?t need. That?s my biggest blunder so far, but when it comes to money, older isn?t necessarily wiser.

CNN tallied up the national average consumer?debt at the start of the year: $210,236. Even if you take mortgages out of the equation, it?s still more than $36,000. And according to an April poll hosted by the National Foundation for Credit Counseling (NFCC), ?When asked to describe the state of their personal financial situation, 80 percent of more than 1,400 respondents admitted their finances were in need of a major overhaul.?

How many of these mistakes have you made?

1. Paying much, earning little

Bad move: Paying 20 percent interest on a credit card while earning 1.25 percent on your savings.

Better move: After ensuring you?ve got an adequate cash cushion for emergencies, use low-earning savings to pay off high-interest debt. Exception: if there?s any chance you?ll lose your job, gather as much cash as possible.

2. Buying new when used would do

Bad move: Shelling out $20,000 to $30,000 for a new car.

Better move: Avoid a monster depreciation hit by buying used. Cars are made better today than in years past, which makes buying them used less risky.

3. Passing up retirement plans

Bad move: Not participating in your employer?s 401(k) or other retirement plan at work, especially if they offer matching money. Not only are you failing to save for retirement, you?re missing potential tax deductions and something rare in the financial world: free money.

Better move: Sock all the money you can spare into a tax-advantaged retirement plan like a company 401(k) or an IRA. Take advantage of employer matching contributions and tax breaks.

4. Being the first on your block to own the latest gadget

Bad move: Waiting in line, paying a premium, or worse yet, borrowing so you can own the latest tech bells and whistles.

Better move:?Being first is an expensive pastime. Wait a few months and you can own a debugged version for less.

5. Paying retail for stuff you rarely use

Bad move: Spending big bucks on a ladder, lawnmower, snow blower, or other expensive hardware you?re going to use infrequently.

Better move: Borrow rarely used stuff from friends or family, rent it, or form a neighborhood co-op to share the expense, storage, and use among the people on your block. Going in on something with just one neighbor reduces both cost and clutter by 50 percent.

6. Paying extra for low deductibles

Bad move: Paying a lot more for car, home, or sometimes health insurance because it includes a low deductible.

Better move: Self-insuring by raising your deductibles to as high as you can comfortably afford. Raise your car or home insurance from $250 to $1,000 and you can cut your premium by 15 to 30 percent.

7. Buying books

Bad move: Paying $29 for a best-selling hardcover that isn?t as good as your friend said and that you found too boring to finish. Even if it?s great, how many times are you really going to read it?

Better move: Reading the copy you already paid for ? it?s sitting on the shelves of your local library. And you might not even have to leave your desk to get it, because it could be available as a free download ? see our article?Thousands of E-books: Free.

8. Paying for water

Bad move: Spending $1.50 for a plastic cylinder containing an abundant and freely available natural resource: water.

Better move: Buying an insulated water bottle and filling it yourself. Don?t trust your local water quality? Purchase a home water filter.

9. Buying into brands

Bad move: Paying $8.50 for 100 name-brand tablets of acetaminophen.

Better move: Looking a few inches further down the same shelf and getting the 500-tablet bottle of the generic brand with the same exact ingredients?for $11.99, thus saving 70 percent. Read "7 Things You Should Always Buy Generic" and stop contributing to some big company?s advertising budget.

10. Wasting savings

Bad move: Saving $500 a year being a little more frugal, then wasting it on a $2 coffee every weekday morning.

Better move: Whenever you figure out a way to carve a few bucks out of the budget, increase your savings by a like amount. Otherwise, you?re likely to fritter it away elsewhere ? the financial equivalent of running in place.

Ford Opens Motor City Innovation Exchange, A Showroom For Detroit Startups

ford_machined_logoThe economic downturn of the last few years hit few cities as hard as Detroit. Still, the city has recently become somewhat of a startup hub in its own right and today Ford Global Technologies, a wholly owned subsidiary of Ford Motor Company that manages Ford's intellectual property portfolio, announced that it is opening a showroom for "innovators to show off their creations to peers and potential customers." This Motor City Innovation Exchange will be open to anyone, as a Ford spokesperson told us earlier today. The goal here is to build a marketplace for licensing technological innovation from local startups across and beyond the auto industry. The public will be able to visit and browse the technologies on display and anyone who participates (including startups, established companies, universities and individuals) can license their inventions.

It seems like yesterday that we reviewed the inaugural Samsung Series 5 Chromebook running Google's Chrome OS, an operating system for laptops based on Chrome. It was, from the start, a world in which everything from music playback to document creation happened in browser tabs. Since we last checked in a year ago, Google has addressed some early complaints -- the browser can actually stream Netflix now! -- but it's only just getting around to ticking off some other long-standing grievances, like multitasking.

The company just announced two new Chrome OS devices -- the Samsung Chromebook Series 5 550 and Chromebox Series 3 -- and both run a spanking-new build of the OS that ushers in a simplified desktop with customizable wallpaper and the ability to minimize, maximize and close windows -- oh my! More importantly, you can now view multiple windows onscreen, edit docs offline and pin shortcuts to the bottom of the screen -- a combination that promises some seriously improved multitasking. Other goodies: built-in Google Music, Google+ and Hangouts, along with a basic photo editor, redesigned music player and enhanced remote desktop app. So does all this add up to an upgrade meaty enough to make the skeptics give Chrome OS a second look? Could it be time for you to get the low-tech person in your life a Chromebook? Let's see.

Multi-party video chat service ooVoo updated all of its apps, including those for desktop and mobile platforms. We don?t care about the former, but we definitely want to look at the latter. Here?s what you should know:

- Both iOS and Android apps have been updated, featuring a new user interface and simplified registration using Facebook.
- The new iPad app allows users to host a 12-way video chat with the ability to view four simultaneous video streams at once.
- ooVoo is making free the option to record and upload video chats to YouTube, Facebook and Twitter.

Shares in Spain's Bankia plunge on bailout plan

(AP) ? Concern over the bailout plans for troubled Spanish lender Bankia and the country's ability to finance itself sent the nationalized bank's share price plummeting and Spain's borrowing costs soaring Monday.

Bankia's shares were down 21 percent to ?1.23 after trading following the bank's announcement Friday that it will need ?19 billion ($23.84 billion) in state aid ? the country's biggest bailout ? to shore itself up against its bad loans. The shares had closed at ?1.57 before trading was suspended Friday.

Investor remained nervous over Spain's finances and whether it might soon join the ranks of Greece, Ireland and Portugal and seek an international bailout. The interest rate, or yield, for 10-year bonds on the secondary market ? a key indicator of market confidence in Spain's ability to raise funds ? jumped 17 basis points in morning trade Monday to at 6.46 percent. A rate of 7 percent is considered unsustainable in the long run.

In comparison, Germany's bonds, seen as a safe haven investment, were at 1.38 percent, 508 basis points lower than Spain's.

Trading on Madrid's main Ibex 35 share index was down 1 percent.

Among the chief concerns surrounding Bankia's request for state aid is just how Spain plans to fund the bailout.

Bankia S.A., a fusion of seven cajas ? or savings banks ? was one of the banks hardest hit by Spain's real estate collapse over the past four years. It is estimated to have ?32 billion in toxic assets. The Bank of Spain had already agreed to inject Bankia with ?4.5 billion in rescue funds last June.

The size of the bailout figure came as something of a shock on Friday and opposition political parties are demanding the government explain how the bank got into such a state.

Bank of Spain estimates show Spain's banks are sitting on some ?180 billion ($233 billion) in assets that could cause them losses.

The government fears the cost of rescuing the most vulnerable banks could overwhelm its own finances, which are already strained by a second recession in three years and an unemployment rate of nearly 25 percent.

Spain has long denied it will follow Greece, Ireland and Portugal and seek international help but the conservative government of Prime Minister Mariano Rajoy has called on the European Central Bank must do more to alleviate its exorbitantly high borrowing costs.

(AP) ? Jason Dufner lists Ben Hogan as his hero.

At Hogan's Alley, Dufner had the lead halfway through the Colonial with a chance for a Texas two-step that only Hogan has accomplished.

Dufner had a bogey-free 6-under 64 on another windy day Friday to reach 11-under 129. A week after winning the Byron Nelson Championship, Dufner had a two-stroke lead over Zach Johnson ? the 2010 winner who shot a 67.

The only player to win both PGA Tour events in the Dallas-Fort Worth market in the same year was Hogan in 1946.

"That would be great company to join, obviously," Dufner said. "To have anything compared to him or be talked in the same sentence with him is something that would be pretty unique and special to me."

With the way Dufner is playing these days, his game certainly is in a different class.

Both of Dufner's PGA Tour victories came in his previous three starts. He has led or shared the lead after 11 of his last 34 rounds.

"When I step to the first tee, I feel like I'm going to play a good round of golf. That's a nice way to play. It's a comfortable way to play," Dufner said. "I'm just trying to be confident and think about the things I've been doing for almost a year now, and realize that those are the things that are making me successful out here, and not get too caught up in everything else that's going on around me."

Johnson, who had an opening bogey-free 64, started the second round eagle-birdie-bogey. Then there was a four-hole stretch on the back nine when he alternated birdies and bogeys twice.

During the third round Saturday, Johnson will be paired with his buddy Dufner.

"He's got a good rhythm about him, about his game right now," Johnson said. "But it's irrelevant who I play with. I'm not playing against him. I'm playing against the golf course and the conditions and the elements that are presented. So that's my focus."

Two years ago, Johnson set the Colonial tournament scoring record at 21-under 259 en route to the last of his seven PGA Tour victories.

Van Pelt (64) and Tommy Gainey (67) were tied for third at 133, a stroke better than Tom Gillis (69).

Defending Crowne Plaza Invitational at Colonial champion David Toms shot a 71 and missed the cut at 5-over 145.

With the wind again blowing steady about 20 mph with higher gusts, Dufner stood in the middle of the fairway at No. 5, his 14th hole of the day. Dufner stepped back twice before changing clubs, then hit the approach to about 18 feet for his sixth and last birdie.

That is the end of Colonial's "horrible horseshoe" ? as Nos. 3-5 are known because of their layout and with the longest par 4s sandwiching a 243-yard par 3.

Dufner has played those holes 4 under through two rounds, and wasn't even aware of the trio's reputation.

"It's just a product of playing well and having good control of my golf ball," he said. "It doesn't really matter what holes you're playing."

Starting on the back nine, Dufner had two birdies, a 5-footer at the 166-yard 13th hole and 7-footer at the 363-yard 17th. He then birdied Nos. 1-3 for the second day in a row.

"I got off to a great start. ... I had a chance to catch Dufner, is he not hot right now," said Gainey, who opened his round with three consecutive birdies before bogeys at Nos. 7 and 8. "I got hot and then let a couple get away."

After Colonial, Dufner ? who got married between his two victories ? plans to take a short break before beginning preparations for the next major. The U.S. Open is in three weeks at The Olympic Club in San Francisco.

The 35-year-old Dufner, who has moved up to 14th in the world, had consecutive weekend rounds of 75 at the Masters and tied for 24th after starting 69-70.

It was during the final round of the PGA Championship last August when Dufner had consecutive bogeys on holes No. 15-17. That cost him the lead and forced him into a three-hole playoff that he lost to Keegan Bradley.

"I think it helped me out a lot this year. It kind reaffirmed the things that I was doing was right, and I was on the right direction and right path," he said. "I didn't think too much about losing. I just thought about all of the good things that happened. ... I think at the PGA kind of showed me that I could really play at a high level."

Divots: Sergio Garcia, the '01 Colonial champ, followed his opening 66 with a 73. That included an 8 on the 387-yard ninth hole when he hit his approach into the water fronting the green, and then knocked his drop in there as well. ... Ben Crane (141), who lives just north of Fort Worth, finished his second-round 71 with an eagle at the ninth hole. He holed a wedge shot from 104 yards. ... Harrison Frazar missed the cut with rounds of 72 and 74. He still had a highlight Friday, a hole-in-one with an 8-iron at the 183-yard 16th. ... The last of 14 players to win both the Colonial and Byron Nelson Championship was Rory Sabbatini, at the 2007 Colonial and 2009 Nelson. When Hogan did it in 1946, the tournaments weren't played in consecutive weeks.

FACT CHECK: Romney off on Obama's love for unions

When Republican presidential candidate Mitt Romney decried President Barack Obama as beholden to the nation's teachers' unions and unable to stand up for reform, he glossed over four years of a relationship that has been anything but cozy.

Obama has promoted initiatives that encourage districts to tie teacher evaluations to student performance and to expand the number of charter schools ? actions the teacher unions have long been against, and which Romney himself promoted Wednesday in a speech in Washington outlining his education platform.

He also painted a bleak picture of a country where millions of kids are getting a "third-world education" and whose international standing has fallen far behind, an assertion frequently used by politicians and debated by academics, though the most recent tests show that U.S. student scores haven't changed significantly and remain about average.

Here are some of Romney's statements on education, and how they line up with the facts:

ROMNEY: "President Obama has been unable to stand up to union bosses ? and unwilling to stand up for kids."

THE FACTS: Several of the core tenets of the Obama administration's signature education initiative, the Race to the Top competition, are policies first heralded by Republicans and are in opposition to the steadfast positions of teacher unions on topics like school choice and merit pay for teachers.

In order to qualify for a slice of the $4 billion allotted for the first two rounds of the grant competition, more than a dozen states changed laws to link teacher evaluations to how well students perform on tests. The Department of Education also rewarded states that had lifted caps on the number of charter schools and created performance pay plans to award teachers whose students have made the most progress.

When a board of trustees in Central Falls, R.I., voted to fire all the teachers at one of the state's worst-performing schools in early 2010, Obama said the dismissals were an example of why accountability is needed at the nation's most troubled schools, causing a furor among union advocates.

At its annual meeting last year, the National Education Association, the country's largest teachers union, sent a message to Obama that it was "appalled" with Education Secretary Arne Duncan's practice of focusing heavily on charter schools, supporting decisions to fire all staff and using high-stakes standardized test scores for teacher evaluations, along with 10 other policies mentioned.

"Obama has taken on teachers unions unlike any previous Democratic president," said Tom Loveless of the Brookings Institution. "Because of that his support among union members, although it is still there, is rather tepid."

ROMNEY: "The two major teachers unions take in $600 million each year. That's more revenue than both of the political parties combined. In 2008, the National Education Association spent more money on campaigns than any other organization in the country."

THE FACTS: Romney is correct that the NEA and the American Federation of Teachers pull in a lot of cash. The NEA took in more than $399 million in 2011, according to its annual report filed with the U.S. Department of Labor. A similar report from the AFT shows it took in more than $211 million last year.

But neither was at the top of the political spending list four years ago. In 2008, the NEA doled out $29 million to federal, state and local political efforts, federal data show. That ranked them a distant third in political spending by labor unions that year. The Service Employees International Union was first, with $67 million, and the American Federation of State, County and Municipal Employees was second with $63 million.

ROMNEY: "More than 150 years ago, our nation pioneered public education.?We've now fallen way behind."

THE FACTS: Romney backed this assertion with figures from the most recent Program for International Student Assessment (PISA) results, which tests 15-year-olds around the world in math, reading and science. The United States ranked 14th in reading, 17th in science and 25th in math out of 34 developed countries. Those figures have been frequently cited by the Obama administration as well.

The test has only been administered since 2000, and shows U.S. students consistently hovering right around the average, at about the same achievement levels in math and reading as countries like Sweden, the United Kingdom and France. Overall, the U.S. scores are about the same as they were a decade ago, while some countries have improved.

"A better way for him to state it is to say American achievement is mediocre," Loveless said. "It's been mediocre for 50 years."

Romney also asserted that millions of students are getting a "third-world education." Looking again at the PISA test, students in schools where more than 75 percent of children were eligible for free and reduced-price lunch ? a key indicator of poverty ? scored an average of 446 points in reading. That's at about the same level as Chile and Serbia. Meanwhile, those in the wealthiest U.S. schools score nearly as high as the top performer, the Shanghai region of China.

ROMNEY: Students participating in the Washington, D.C., Opportunity Scholarship program made gains and "after three months, students could already read at levels 19 months ahead of their public-school peers."

THE FACTS: Romney's description of the success of the school voucher program, which helps low-income children in the nation's capital attend private elementary, middle and high schools, doesn't match up with Department of Education evaluations.

A congressionally mandated review of the program released in 2009 found that after three years ? not three months ? only some students saw those gains. About one-fourth of children who used the scholarship read 19 months ahead of their peers after three years. In general, however, students' gains were more modest. After three years in the program, students read at about four months ahead of their public-school peers.

A 2010 evaluation of the program found that on average, after four years, reading and math test scores of opportunity scholarship students were statistically similar to those not offered scholarships.

The program did, however, significantly improve students' chances of graduating from high school.
